I think usually it refers to someone who is given broad powers over a certain area of interest without necessarily sticking to a pre-defined title.

During event organization we would sometimes refer to the people who enforce parking rules as “parking czars”.

And there’s NYC’s “Rat Czar” who is responsible for tackling the city’s rat problem

Moe is a complex creature. I went out for drinks with her (platonically) when she came to Akron to write about the private equity takeover of Summa Health. She was very friendly and I have no doubt in my mind she is an ally of radical leftist action. What she is critiquing - with the wrong language - is ultra-leftism, something which we also oppose.

I remember, three or four drinks in, mentioning that if I was president I would invade Ukraine from the West, and she deflected with a “well I’m not sure about that”. But she is also friendly with many PSL comrades.

I think she’s great but is not necessarily someone to look to for political guidance outside of her area of expertise (private equity).
